Digital Inclusion is the ability of individuals, groups, and organizations to understand the possibilities, access, and use of information and communication technologies.

Digital Inclusion is the next step of closing the Digital Divide. While the Digital Divide focus is related to a technical solution and the availability to access broadband, Digital Inclusion goes one step further and includes the consideration of individuals, groups, and social economic aspects as well.

Digital Inclusion Initiatives need to eliminate barriers and enable the local ecosystem.

Enablement of the local ecosystem is key for the long run success, to make sure it is sustainable and can evolve over time (e.g. technology upgrades, new services, etc.). Therefore barriers of different nature need to be eliminated, like historical, cultural, institutional, structural, or similar barriers.
